  Maybe there were laws against it? and the right to a free trial etc.

  laws are created by the MOM, so they can change it if they want 2 cant they....

  You can protect yourself against Veritaserum if you are expecting it. Dumbledore says this when he wants Harry to secure the real memory from Slughorn. I hope that answers the question.
