I hope that the unfilmed scene is not the one with Plutarch talking to Katniss about bread and circuses or the one after Coin's death (where he says that history repeats itself). Those two scenes we're part of what I was so excited to see when Phillip was rumored to play Plutarch.

For film reasons and character development, it might even be better to have Haymitch take over some of his parts. Kind of like how they gave Dobby's parts in a couple of the films to Neville. And Tonks' scene on the train to Luna.
As I was commenting with another friend of mine, I'm quite sure it's the last conversation between Plutarch and Katniss. Such a shame, I felt like he wasn't trying too hard on Catching Fire, and that scene (maybe my favorite of Mockingjay) would've easily brought out the REAL acting giant that PSH was.

Anyway, there is always The Social Network to serve as an example. They are probably going to pick a double to portray Plutarch + CGI. This way is much easier and faithful.

The CGI for Jeff Bridges in Tron was awful. It looked so weird.
Probably because they tried to make Jeff Bridges look so much younger. At least he got to act the part though. Also in The Social Network, they had Armie Hammer act out both roles in different takes and then spliced them together, so it technically wasn't fully CGI-inserting a person. This will be a full-on CGI placement of--I'm assuming--Philip Seymour Hoffman's face on a double's body, if they decide to go that way. It could turn out very messy.
The CGI for Jeff Bridges in TRON was very realistic. But how they're gonna do with Phillip's voice if Plutarch has lines on that missing scene?
With technology, replicating his voice would not be hard. Especially if you notice in CF how it even sounded a bit robotic and raspy at times. That all works in their favor.
I don't think they'll have the digital double talk. It sounds like they'll have him stand in the scene, but have another character pick up whatever dialogue is left.
But we won’t apparently have to wait too much longer for some actual live action, as it has just been leaked by the rumour mill that the first hugely anticipated ‘Hunger Games: Mockingjay Part I’ teaser trailer will appear in April. According to sources close to the production, we can expect to see this very early in April as well.

Someone said it was a cardboard stand-in CGIed (badly) to make him look real.
Plutarch destroying the envelop with the original 75th Quarter Quell twist and replacing it with the one that announces the Victors being tributes again.
