You have to do more of the main story missions to get with him and play as him. And it shouldn't be that far, you are actually pretty close to that point in the storyline

Franklin is my favorite, and the one who ill be spending all my time with when I beat the game. I have around 20 missions left.

All playable with missions, you can fast travel between the maps but imagine how amazing that would be? It'd be GTA2 but 400x bigger!
Also, if they've spend 265 millions with this game, imagine how much GTA VI is going to cost.
