Yep. It's a very sketchy issue because sometimes someone can actually very innocently run across what would be considered child pornography. If you end up with connections to child porn on your cache without deliberately trying to find it, how could one be faulted for this? Also on some of these streaming porn sites, I don't know how many times I've had popups showing me crap like "Sweet Seventeen!" or whatever and I'm like ohhhhmygoddd *close*
Kind of hard to explain. Basically, sometimes, say your ISP notices behavior that entices an investigation. If this happens or if any kind of internet trafficking blows your cover, you're fucked. I'm not sure how it actually works. If you went to some site with questionable content on it, chances are that no one will know unless your ISP has some kind of a trace on said site. However, if you occasionally or frequently visit these sorts of sites, it might make it become more obvious or something. I dunno. It is very much a view at your own risk practice.
Basically the more you do it, the more prone you are to being discovered. If the proper authorities have any reason to suspect that you are deliberately visiting these kinds of sites or have downloaded a significant amount of data from them, you may get a knock on the door. However, if you just stumble upon such material and don't go out of your way to find it, or download it or whatever, the chances of an investigation are slim to none.
