Yes, people who are in Pottermore already can add people that are in the 1 Million Early Entry group that have not received their welcome emails yet. Once they receive their Welcome email, they will have a friend notification waiting for them.
And BloodNimbus2000 -- I had already added you (yesterday, I think).
