What do we do if a film didn't "exceed expectations", yet it deserves more than an "acceptable" grade but less than an "outstanding" grade ? EG, OOTP didn't exceed my expectations, but it's much more than "acceptable" but it's not "outstanding".

Haha fair enough! I just gave OOTP an "Exceeds Expectations" because, technically, it did after rewatching it on Blu-ray.
