I think it's funny that people think Bellatrix is scarier than Voldemort. She indeed possesses many of Voldemort's traits, but he has taken it to another level altogether. The problem is that we only ever hear about the awful things he's done, particularly in the films. He too has tortured people to insanity, sometimes by use of legilimancy. He's not a character to be taken lightly, and I think he is certainly the most dangerous, if not the most outwardly "scary".

It depends one what you class 'scary' as... in looks, Voldy easily takes the bait for the scariest, but in the films he is less crazy than Bella, which is very unfortunate. The only sense of craziness that we got from him was in GOF when he was insane.
