They are probably doing the Magician's Nephew because it has the White Witch it in . . . an established villain. That's the only issue with making Narnia into a movies series, there is no central antagonist that is ongoing through the books. Each book is a different adventure with just the same characters (while books like LOTR and HP all have an ongoing/connected villain that reaches a conclusion in the last book). Hence why we've seen the white witch included into Prince Caspian and Dawn Treader films.
Also, it is true that Dawn Treader did not do so hot in the U.S. Box Office, making only $100 Million but it did really well over seas (Making over $300 Million). With a Production budget of $155 Million Dawn Treader made enough money to warrant another sequel (or in this case, prequel).
