I think he's happy because the Death Eaters permitted him to use the ''old ways'' of detention - see the students locked up behind him. Remember in the books, they say that students would be hanging from the walls as punishment? That reference is given on the films too and it looks like old Filch finally has what he always wanted - the punishment of the old days, before Dumbledore became headmaster.

I'm gonna say its a added scene with students speaking out against Snape, and then being locked up in the dungeons or somthing like that.

Yeah actually Hogwarts you're right because i can see some students behind Filch, behind bars! so its not comedic... lthough as Rich said, everything with Filch is funny even if its not meant to be!

Its a Dungeon... under the Castle somewhere! probs where in the first film Filch says about where with old punishments they would have students hanging by their thumbs, that would be there if anywhere!
